Tampa, FL – The Department of Justice announced a $1,350,000 settlement with LTJ Group V, LLC, and Innovak of Florida, Inc., doing business as New Horizons Computer Learning Centers in Tampa and Orlando, following allegations that they overcharged the Department of Veterans Affairs (VA) by failing to disclose tuition waivers for GI Bill students. The school’s owner and franchisees are accused of falsely certifying compliance with Title 38’s prohibition on incentive compensation tied to student enrollment.
The Post-9/11 GI Bill, designed to support veterans’ education, mandates that schools must report any tuition waivers provided to students receiving less than full assistance. Schools are also forbidden from paying incentives linked to student enrollments under Title 38 regulations. The government alleged that New Horizons failed to comply with these requirements between 2017 and 2021.
United States Attorney Roger Handberg emphasized the importance of protecting the GI Bill, stating, “The Post-9/11 GI Bill recognizes the sacrifice of our nation’s veterans by providing them with educational opportunities. My office will continue to work with the VA to ensure compliance with these critical requirements.”
Special Agent in Charge David Spilker highlighted the VA Office of Inspector General’s (OIG) dedication to defending veterans’ education benefits, “The VA OIG is committed to aggressively pursuing those who target our veterans’ hard-earned benefits. We will continue to protect the integrity of the VA’s education benefits program.”
This resolution stems from a joint effort between the United States Attorney’s Office for the Middle District of Florida and the VA OIG, with Senior Litigation Counsel Lindsay S. Griffin and Assistant United States Attorney Mamie V. Wise leading the case.
The settlement resolves United States v. Robert J. Remington, et al., Case No. 8:24-cv-511-TPB-UAM, which is solely an allegation and no determination of liability has been made.
