Jelson Perez, Conspiracy to Distribute Fentanyl, Connecticut 2025

HARTFORD, CT – JELSON PEREZ, a 42-year-old Norwalk resident known on the streets as “Spank,” will spend the next five years in federal prison after being sentenced today for his role in a large-scale drug trafficking operation. U.S. District Judge Vernon D. Oliver handed down the 60-month sentence, followed by four years of supervised release, effectively removing a key player in the fentanyl, heroin, and cocaine flow into the Norwalk area.

The case, spearheaded by the Drug Enforcement Administration’s Bridgeport High Intensity Drug Trafficking Area (HIDTA) Task Force and the Norwalk Police Department, began unraveling in May 2023. Investigators discovered a sophisticated network coordinating the transport of kilogram quantities of narcotics – cocaine sourced from Texas and Ohio, and fentanyl and heroin flooding in from New York City. Perez wasn’t just a street-level dealer; court documents reveal he acted as a broker, facilitating the movement of these deadly substances and even arranging the purchase of a firearm for a fellow trafficker.

On April 29, 2024, Perez and several associates were taken into custody. Simultaneous federal search warrants yielded a disturbing haul: approximately 15,000 dose bags of suspected fentanyl, 350 grams of raw heroin, significant amounts of cocaine and crack cocaine, a loaded 9mm handgun, ammunition, and a 2021 Ford F-150 – all tools of a ruthless trade. Perez has remained detained since his arrest, awaiting the outcome of the investigation.

He ultimately pleaded guilty on April 30, 2025, to conspiracy to distribute and possess with intent to distribute 40 grams or more of fentanyl, along with quantities of heroin and cocaine. This isn’t a simple possession charge; it’s a conviction for actively participating in a criminal enterprise that pumped dangerous drugs into the community, preying on addiction and fueling violence. The scope of the operation suggests a significant profit motive, and Perez clearly benefited from the misery he helped create.

This case was far from a solo effort. The HIDTA Task Force, a multi-agency collaboration, included personnel from the DEA Bridgeport Resident Office, Connecticut State Police, and police departments in Norwalk, Stamford, Stratford, Milford, and Danbury. The U.S. Marshals Service also played a critical role. The prosecution, handled by Assistant U.S. Attorneys Lauren C. Clark and Kenneth L. Gresham, fell under the umbrella of the Organized Crime Drug Enforcement Task Forces (OCDETF) Program, a federal initiative targeting high-level drug trafficking organizations.
