SAN JUAN, P.R. – Carlos Rafael Ocasio-Febres, a 21-year-old man, will spend the next five years behind bars after being sentenced today for the vile crime of possessing child pornography. U.S. District Judge Jay A. García-Gregory delivered the sentence, followed by a grueling 15 years of supervised release, ensuring Ocasio-Febres remains under scrutiny long after his prison term ends.
The case stems from a September 2015 investigation by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI). Agents executed a search warrant, uncovering a sickening trove of digital depravity on Ocasio-Febres’ electronic devices. The search yielded over 400 videos and at least 72 images depicting prepubescent minors engaged in sexually explicit conduct. Ocasio-Febres knowingly downloaded and shared this material using his laptop and cellphones, actively contributing to the exploitation of vulnerable children.
On June 16, 2016, Ocasio-Febres pled guilty to one count of possession of child pornography involving prepubescent minors. While a guilty plea offers a degree of acceptance of responsibility, the gravity of the offense demands a significant punishment. The evidence clearly demonstrated a deliberate and disturbing pattern of behavior, solidifying the need for both imprisonment and extended supervision.
“The public has to understand that possession of child pornography is a very serious offense that victimizes and re-victimizes children every time an image is viewed, downloaded, or shared,” stated U.S. Attorney Rosa Emilia Rodríguez-Vélez. Her words are a stark reminder of the enduring harm caused by this type of crime. The US Attorney’s Office, she affirmed, is “fully committed to identifying and prosecuting anyone who searches for, downloads, or possesses such contraband images or videos.”
This prosecution falls under the umbrella of Project Safe Childhood, a Department of Justice initiative specifically designed to combat the abuse and exploitation of children through digital means. The project aims to leverage technology and investigative expertise to dismantle networks involved in the creation, distribution, and possession of child pornography. This sentencing is a direct result of that commitment.
