MUSKOGEE, OKLAHOMA – In a stunning turn of events, Allan Wayne Hilton, also known as Alan Wayne Hilton and Terry L. Leonard, has pleaded guilty to one count of Failure to Register under the Sex Offender Registration and Notification Act. The 67-year-old resident of Broken Bow, Oklahoma, now faces up to ten years in prison and a $250,000 fine for his non-compliance.

The U.S. Attorney’s Office for the Eastern District of Oklahoma revealed that Hilton was required to register as a sex offender following his conviction of three counts of Rape in Miller County, Arkansas, on February 25, 1993. However, between June 20, 2023, and June 10, 2025, Hilton failed to update his registration, despite entering, leaving, or residing within the Eastern District of Oklahoma.

This charge stems from a meticulous investigation by the U.S. Marshals Service Violent Crimes Fugitive Task Force. The Honorable Gerald L. Jackson, U.S. Magistrate Judge for the Eastern District of Oklahoma, accepted Hilton’s plea and ordered a presentence investigation report to be completed.

Hilton will remain in custody under the United States Marshals Service until his sentencing is determined by a U.S. District Court Judge, who will consider the U.S. Sentencing Guidelines and other statutory factors before imposing a sentence.
