MUSKOGEE, OKLAHOMA – Gustavo Olivares-Ramirez, a/k/a Rogelio Madrigal, a/k/a Gustavo Olivares, a/k/a Gustavo Ramirez Olivares, age 54, has entered a guilty plea in federal court for unlawful reentry into the United States. The Mexican national, who was unlawfully present in Oklahoma, faces a term of imprisonment of up to ten years and a fine of not more than $250,000.
The charges stem from an investigation conducted by the U.S. Department of Homeland Security’s Immigration and Customs Enforcement Division, in collaboration with the Heavener Police Department. Olivares-Ramirez was found in the United States on June 3, 2025, without having obtained express consent from the Secretary of Homeland Security to reapply for admission.
This case is a part of Operation Take Back America, a nationwide initiative aimed at combating illegal immigration, eliminating cartels and transnational criminal organizations, and safeguarding communities from violent crime. The operation leverages resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).
The Honorable D. Edward Snow, U.S. Magistrate Judge for the Eastern District of Oklahoma, has accepted Olivares-Ramirez’s plea and ordered a presentence investigation report to be completed. The sentence will be determined by a U.S. District Court Judge after considering the U.S. Sentencing Guidelines and other statutory factors.
Olivares-Ramirez remains in custody pending sentencing, with Assistant U.S. Attorneys Dak T. Cohen and Jacob R. Parker representing the United States.
