LINCOLN, NE – Calvin Dugan, 35, of Omaha, Nebraska, is headed back to federal prison after being sentenced to 132 months – eleven years – for possessing child pornography. U.S. District Judge John M. Gerrard handed down the sentence on June 25, 2024, in Lincoln, marking a harsh penalty for a repeat offender.
This isn’t Dugan’s first rodeo. He was previously convicted in October 2018 on the same charge in the District of Nebraska and was on supervised release. The system, however, failed to keep him in check. A routine polygraph exam – a condition of his release – blew the lid on his continued depravity. Dugan admitted to having multiple electronic devices he hadn’t disclosed.
The following day, probation officers descended on Dugan’s residence. He feigned compliance, turning over an Xbox console and a Samsung Galaxy S9 phone. But the lies didn’t stop there. He initially claimed SD cards he’d mentioned were lost, then, when confronted, produced three hidden inside a deck of playing cards. Three thumb drives were also seized in plain sight, suggesting a calculated attempt to conceal his illicit collection.
Dugan readily admitted one of the SD cards contained “pictures of teens.” Forensic analysis of the seized electronics revealed the sickening truth: over 650 images constituting child pornography. The sheer volume of the material paints a disturbing picture of a man consumed by this horrific obsession.
United States Attorney Susan Lehr made it clear this case is part of a larger fight. The prosecution was brought under Project Safe Childhood, a nationwide initiative launched in 2006 to combat the exploitation and abuse of children. The program aims to coordinate federal, state, and local resources to find predators and rescue victims. Dugan will face 15 years of supervised release after serving his time, and will be required to register as a sex offender.
The Douglas County Sheriff’s Office spearheaded the investigation that brought Dugan to justice. With no parole in the federal system, Dugan’s sentence sends a message – however delayed – that those who prey on children will be held accountable. But the question remains: why was a repeat offender allowed to slip through the cracks in the first place?
