Pablo Lugo III, Fentanyl Trafficking, New York 2015

A Lockport man was sentenced to 14 years in prison for his role in a fentanyl trafficking operation that resulted in a fatal overdose. Pablo Lugo III, 23, was convicted of possession with intent to distribute, and distribution, of fentanyl.

According to the investigation, Lugo sold fentanyl to an individual, K.R., who died shortly after consuming the substance. Text messages recovered from K.R.’s cellular phone revealed that Lugo and K.R. communicated just hours before K.R.’s death. The autopsy determined that K.R. died of acute fentanyl intoxication.

U.S. District Judge Elizabeth A. Wolford sentenced Lugo to 168 months in prison for his role in the fentanyl trafficking operation. Assistant U.S. Attorneys Meghan A. Tokash and Joseph M. Tripi handled the case.

The investigation was led by the Drug Enforcement Administration, under the direction of Special Agent-in-Charge Ray Donovan, New York Field Division; the Niagara County Drug Enforcement Task Force, under the direction of Sheriff James Voutour; and the Lockport Police Department, under the direction of Acting Chief Steven Preisch.

Lugo’s conviction brings an end to a long investigation into the fentanyl trafficking operation. The sentencing highlights the dangers of fentanyl and the devastating impact it can have on communities.
