Russell Scott Hardman, Child Pornography Distribution, Florida 2024

Russell Scott Hardman, 57, of Panama City, is headed to federal prison for 84 months after pleading guilty to distributing, receiving, and producing child pornography. The sentence, handed down in U.S. District Court in Panama City, marks the end of a disturbing case that exposed the digital trail of a predator who believed the internet shielded him from justice.

On November 30, 2017, Hardman admitted to using the social media platform Kik and his personal email to upload and share graphic child sexual abuse material. The investigation began in May 2017 when the Royal Canadian Mounted Police flagged a Kik user trafficking child pornography. U.S. Homeland Security Investigations (HSI) traced the activity to Hardman, who accessed the platform from his cell phone while at home and at work.

A forensic examination of Hardman’s phone uncovered 561 images and 135 videos of child pornography. Shockingly, at least 20 of the videos involved infants, toddlers, and prepubescent children engaged in explicit sexual acts. Authorities determined that Hardman distributed at least 20 of these videos through a group chat, spreading the abuse further into hidden corners of the web.

“This child predator thought he could hide in anonymity behind the Internet,” said HSI Tampa Special Agent in Charge James C. Spero. “Thanks to the investigative skills of our HSI special agents, and partners at the Bay County Sheriff’s Office and the Royal Canadian Mounted Police, his crimes were exposed, and he will now be held accountable.”

U.S. Attorney Christopher P. Canova emphasized the office’s commitment to pursuing such offenders. “We will continue to utilize the resources of our office to aggressively prosecute anyone who attempts to steal the innocence of a child while hiding in the shadows of the Internet,” Canova stated.

The case was jointly investigated by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations and the Bay County Sheriff’s Office. Assistant U.S. Attorney Christopher J. Thielemann prosecuted the case. The Northern District of Florida continues to prioritize the prosecution of sexual exploitation crimes, particularly those facilitated through digital platforms.
