Baltimore Man Sentenced to 15 Years in Federal Prison for Receipt of Child Pornography
Baltimore, Maryland – In a shocking turn of events, Paul Anthony Philip III, a 38-year-old resident of Millersville, Maryland, has been sentenced to 15 years in federal prison for receipt of child pornography. This sentence is a direct result of a lengthy investigation by the Federal Bureau of Investigation, Baltimore Field Office.
According to court documents, Philip was previously convicted of possession of child pornography in the United States District Court for the District of Maryland in 2015. Following his release from federal custody in January 2019, Philip signed a monitoring agreement, which prohibited him from using any computers or internet-capable devices without the approval of the United States Probation and Pretrial Services.
However, in 2021, Philip’s probation officer discovered that he had failed to report for sex offender treatment, including mental health and substance abuse therapy sessions, as required by the conditions of his supervised release. A search of Philip’s bedroom revealed an unauthorized tablet under his pillow, which was later confiscated by the probation officer.
When questioned about the tablet, Philip falsely informed the probation officer that he had not viewed images of child pornography. However, a subsequent search of the tablet and Philip’s cell phone, conducted pursuant to federal search warrants, revealed numerous images and videos of child pornography, including approximately 282 images and 206 videos depicting the sexual abuse of children, including an infant.
United States Attorney Erek L. Barron praised the FBI for their work in the investigation, stating, ‘The FBI’s dedication to protecting our children from exploitation is unwavering.’ Assistant U.S. Attorney Judson T. Mihok, who prosecuted the case, added, ‘This sentence serves as a reminder that those who engage in such heinous crimes will be held accountable.’
As part of his sentence, Philip is required to pay $9,000 in restitution and register as a sex offender in the places where he resides, where he is an employee, and where he is a student, under the Sex Offender Registration and Notification Act (SORNA). Philip’s sentence is a stark reminder of the severe consequences for those who engage in the receipt and distribution of child pornography.
This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat the growing epidemic of child sexual exploitation and abuse.
