Local Man Sentenced for Preying on Children

A Placer County man has been sentenced to 24 years and 4 months in prison for creating and possessing child sexual abuse material. Paul Hughes, 42, of Colfax, was sentenced on today for his role in the heinous crimes.

According to court documents, between September 2018 and June 2019, Hughes created visual depictions of minors engaged in sexually explicit conduct on three separate occasions. He used a cellphone to surreptitiously record videos containing child sexual abuse material and saved them on an external hard drive.

In addition to the videos, agents recovered more than 3,000 images and videos of child sexual abuse material on Hughes’s external hard drive and Google account. The investigation also revealed that Hughes had taken hundreds of videos and photographs of females between the ages of 5 and 55 in public venues in Colfax, attempting to obtain images of their private parts.

“This defendant preyed on the most innocent and vulnerable members of our society—children,” said Acting U.S. Attorney Michele Beckwith. “Keeping children safe from sexual exploitation is a top priority for the U.S. Attorney’s Office. We will continue to use every tool at our disposal to investigate the perpetrators of these heinous crimes and bring them to justice.”

Hughes is currently serving his sentence in federal prison, and his case is part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat the growing epidemic of child sexual exploitation and abuse.

The FBI and Placer County Sheriff’s Office assisted in the investigation, which was led by the Federal Bureau of Investigation. Assistant U.S. Attorney Denise N. Yasinow is prosecuting the case.

As part of the investigation, authorities located hundreds of videos and photographs taken by Hughes in public venues in Colfax, which were used as evidence in his case.
