Philip S. Young, 61, from Sewell, New Jersey, pleaded guilty to felony charges of assaulting, resisting, or impeding law enforcement officers and interfering with officers during a civil disorder. He also faced five related misdemeanor counts, all stemming from his involvement in the Capitol riot.

Young’s actions were particularly audacious. Court documents revealed that he was seen on Capitol grounds at around 2:46 p.m. that day, standing atop stairs leading to the Upper West Terrace. When a crowd member shouted, ‘1, 2, 3, go!’, Young joined several others in forcibly pushing a metal bicycle rack barricade into a line of law enforcement officers.

Hours later, around 3:54 p.m., he was spotted at the east courtyard, deflating the tires of a black U.S. government vehicle, an act that further disrupted the scene.

Young was apprehended in Sewell, New Jersey on August 19, 2021, and now faces the consequences of his actions. In addition to his prison term, he must pay $2,000 in restitution and is subject to 36 months of supervised release following his release from custody.

The U.S. Attorney’s Office for the District of Columbia and the Department of Justice National Security Division’s Counterterrorism Section led the prosecution, with valuable assistance from the U.S. Attorney’s Office for the District of New Jersey.

Investigating agencies included the FBI’s Philadelphia Field Office, South Jersey Resident Agency, Washington Field Office, Metropolitan Police Department, and the U.S. Capitol Police. The investigation has resulted in over 950 arrests to date, with many more cases pending.
