Isiah Surzano-Glover, Armed Carjackings, Pennsylvania 2024

PHILADELPHIA – Isiah Surzano-Glover, 22, of Philadelphia, is headed to federal prison for 14 years after being sentenced today for a pair of brazen armed carjackings. U.S. District Judge Karen S. Marston handed down the 168-month sentence, followed by five years of supervised release, following a guilty plea entered in November. The case, spearheaded by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Philadelphia Police Department, exposes a disturbing trend of calculated violence preying on unsuspecting citizens.

According to court filings, Surzano-Glover and his crew weren’t relying on chance encounters. On January 2, 2024, they used a dating app to lure victim P.M. to the 5400 block of Walker Street. Posing as a woman named “Mercedes,” they orchestrated a meeting. When P.M. arrived, Surzano-Glover and masked accomplices brandished firearms, threatening to shoot if the victim resisted. They relieved P.M. of his keys, wallet, and phone, then made off with his 2011 Ford Crown Victoria. The following night, the same crew repeated the scheme, this time targeting R.E. on the 1700 block of Brill Street.

This time, the violence escalated. After luring R.E. with the same “Mercedes” ruse, the masked carjackers not only stole his keys and phone but also pistol-whipped him in the head with a handgun. They ordered R.E. to flee, then sped away in his 2006 Toyota Tacoma. Philadelphia police, however, quickly began piecing things together. Within 30 minutes, R.E.’s Tacoma was discovered abandoned on Valley Street. A short distance away, P.M.’s Crown Victoria was spotted and placed under surveillance.

The surveillance paid off. Around 10:15 p.m., the Crown Victoria drove off, initiating a police pursuit. The vehicle eventually led officers back to the location of the Tacoma. Multiple occupants bailed out at the intersection of Worth Street and Margaret Street. Surzano-Glover was apprehended after a foot pursuit, bringing an end to the immediate chase but revealing a wider network of criminal activity. The quick response of Philadelphia police and the ATF was critical in preventing further harm and recovering the stolen vehicles.

But the two carjackings detailed in the indictment aren’t the extent of Surzano-Glover’s involvement. During the investigation, he admitted to participating in four other carjackings within Philadelphia. This confession underscores a pattern of predatory behavior and a willingness to use violence to obtain what he wants. Assistant U.S. Attorneys Michael Miller and Kwambina Coker successfully prosecuted the case, securing a significant sentence that aims to keep a dangerous offender off the streets.

United States Attorney David Metcalf stated the sentencing reflects the commitment of federal and local law enforcement to aggressively pursue those who commit violent crimes.
