NEW ORLEANS, LOUISIANA – A Plaquemines Parish man has been sent to the slammer for his role in trafficking deadly narcotics throughout the New Orleans metropolitan area.
Dwan Riley, 37, was sentenced on May 9, 2024, to 90 months imprisonment, 3 years of supervised release, and a mandatory $100 special assessment fee, announced U.S. Attorney Duane A. Evans.
Riley previously pleaded guilty to conspiracy to distribute and possess with the intent to distribute quantities of fentanyl, heroin, and cocaine, in violation of Title 21, United States Code, Sections 841(a)(1), 841(b)(1)(C), and 846.
The investigation, led by the Drug Enforcement Administration (DEA) and Plaquemines Parish Sheriff’s Office, revealed that Riley was supplied with counterfeit oxycodone pills containing heroin and fentanyl by his primary sources, Herbert Richardson and Ray Marshall. On multiple occasions, Richardson and Marshall provided Riley with 100 to 250 pills containing the deadly mix of narcotics.
Riley would then distribute the narcotics to his own customers, further exacerbating the opioid crisis in the New Orleans area. This prosecution is part of an Organized Crime Drug Enforcement Task Force’s (OCDETF) investigation, which targets high-level drug traffickers and dismantles their networks.
Assistant United States Attorney J. Benjamin Myers handled the prosecution, which was part of a multi-agency effort to take down Riley and his co-conspirators. The investigation and prosecution of Riley serves as a reminder of the ongoing struggle against narcotics trafficking in the United States.
The DEA and Plaquemines Parish Sheriff’s Office worked tirelessly to gather evidence and build a case against Riley, ultimately leading to his conviction and sentencing.

Riley’s sentencing serves as a warning to would-be narcotics traffickers that the consequences of their actions will be severe.
