Dwan Riley, 37, Sentenced to 90 Months for Fentanyl Trafficking

NEW ORLEANS, LOUISIANA – In a major blow to the city’s narcotics trade, 37-year-old Dwan Riley of Plaquemines Parish, Louisiana, was sentenced on May 9, 2024, to 90 months imprisonment, 3 years of supervised release, and a mandatory $100 special assessment fee, announced U.S. Attorney Duane A. Evans.

Riley previously pleaded guilty to conspiracy to distribute and possess with the intent to distribute quantities of fentanyl, heroin, and cocaine, in violation of Title 21, United States Code, Sections 841(a)(1), 841(b)(1)(C), and 846.

According to the evidence presented, Riley operated as a major narcotics distributor in the New Orleans metropolitan area, with Drug Enforcement Administration (DEA) agents starting their investigation in October 2019. The probe revealed that Riley’s primary sources of supply for counterfeit oxycodone pills were Herbert Richardson and Ray Marshall, who supplied him with 100 to 250 pills containing heroin and fentanyl on numerous occasions. Marshall also regularly supplied Riley with quantities of cocaine.

Riley would subsequently distribute the narcotics to his own customers, further perpetuating the cycle of addiction and violence in the community. This prosecution is part of an Organized Crime Drug Enforcement Task Force’s (OCDETF) investigation, which aims to dismantle high-level drug traffickers and their networks.

The investigation was led by the Drug Enforcement Administration and Plaquemines Parish Sheriff’s Office, with the prosecution handled by Assistant United States Attorney J. Benjamin Myers of the Financial Crimes Unit. This case serves as a reminder of the ongoing struggle against narcotics trafficking in the region and the efforts of law enforcement agencies to combat this scourge.

The OCDETF approach, which leverages the strengths of federal, state, and local law enforcement agencies, has been instrumental in disrupting and dismantling major drug trafficking organizations.
