A former US Postal Inspector, Scott Kelley, 52, of Pembroke, MA, has agreed to plead guilty to stealing over $330,000 in cash from packages mailed by elderly victims between January 2019 and August 11, 2023. Kelley, who was a Team Leader of the Mail Fraud Unit at the Boston Division headquarters of the US Postal Inspection Service, used deceptive emails to intercept packages that a USPIS algorithm had flagged as likely having been mailed by scam victims. He then opened the parcels and stole any cash inside, using the money to pay for luxury items such as a pool patio and a Caribbean cruise.
Kelley allegedly requested that approximately 1,950 packages be intercepted and mailed to him, and stole cash from parcels that had been mailed by victims of scams. The indictment identifies seven victims who were scammed into mailing cash in parcels that Kelley intercepted and stole from.
Kelley has agreed to plead guilty to 44 counts of a 45-count indictment, including wire fraud, mail fraud, mail theft, money laundering, and filing false tax returns. A change-of-plea hearing is scheduled for July 29, 2026, at 1:00 pm before US District Judge Allison D. Burroughs.
The case highlights the vulnerability of elderly victims to scams and the importance of law enforcement agencies to prevent and investigate such crimes. Kelley’s actions are a betrayal of the trust placed in him as a federal law enforcement officer, and his guilty plea is a step towards accountability for his crimes.
