Collin Potter, Second-Degree Murder While Armed, Virginia 2019

WASHINGTON — Collin Potter, the 30-year-old resident of Quantico, Virginia, has pleaded guilty to second-degree murder while armed for the tragic stabbing death of Vongell Lugo in an Upper Northwest Washington, D.C. apartment.

Potter’s sentencing is set for April 14, 2023, where he faces a potential imprisonment of 14 to 16 years, according to U.S. Attorney Matthew M. Graves and Metropolitan Police Department Chief Robert J. Contee III.

The crime occurred on January 6, 2019, at Lugo’s apartment in the Garfield House complex on Wisconsin Ave., N.W. Potter is accused of unprovokedly attacking Lugo with a kitchen knife, inflicting 42 stab wounds to the head, neck, and torso. Lugo was unarmed and never fought back, only calling out for help before succumbing to his injuries.

Neighbors were awakened by Lugo’s cries for help and called 911. The defendant attempted to clean the knife in the kitchen sink before being discovered by police with Lugo’s body on the hallway floor. Potter was arrested at the scene, where he was found naked and covered in blood, but uninjured.

Upon announcing the sentence, both U.S. Attorney Graves and Chief Contee commended the Metropolitan Police Department for their thorough investigation and the dedicated professionals from the U.S. Attorney’s Office who handled the case, including Paralegal Specialist Stephanie Siegerist, Victim/Witness Advocate Karina Hernandez, Assistant U.S. Attorneys Nebiyu Feleke, Christian Natiello, and Peter V. Roman, and Deputy Chief Laura Bach.
