Carlos Alfredo Arroliga, Carrying a Firearm During a Crime of Violence, Oklahoma 2021

TULSA, OK – Two brazen carjackings terrorizing Tulsa apartment complexes in October 2021 have landed three individuals lengthy federal prison sentences. Carlos Alfredo Arroliga, 27, of Tulsa, became the third member of the crew to be sentenced Friday, receiving 168 months followed by five years of supervised release. U.S. Attorney Clint Johnson announced the sentencing, a culmination of a case built on swift police work and federal prosecution.

Arroliga pleaded guilty to two counts of carrying, using, and brandishing a firearm during and in relation to a crime of violence. His sentencing follows that of codefendant Raul Hernandez-Moreno, 22, who received a staggering 225 months after being convicted at trial of two counts of carjacking; two counts of carrying, using and brandishing a firearm during and in relation to a crime of violence; and possession of a firearm and ammunition by an alien illegally in the United States. Nicole Marie Rumualdo, also known as Nicole Hughes, 29, was sentenced to 144 months after pleading guilty to two counts of carrying, using, and brandishing a firearm during and in relation to a crime of violence.

The crimes unfolded on October 26, 2021. Hernandez-Moreno, Rumualdo, and Arroliga targeted a victim at the Echo Trails Apartments at 7:30 am. They pulled alongside a gray 2006 Mazda 3 in a blue SUV. Rumualdo brandished a loaded handgun, while Hernandez-Moreno blocked the victim. Demanding the victim’s wallet and phone in Spanish, they snatched the keys when the victim claimed he had nothing. The crew then sped off in the stolen Mazda, with Arroliga following in the blue SUV. Hours later, they struck again, this time at the Bristol Park Apartments, targeting a maintenance worker.

Hernandez-Moreno approached the worker, brandishing a loaded gun and demanding money. He stole the worker’s keys and drove off in a 2010 gray Chevrolet Silverado, while Arroliga and Rumualdo again provided support in the blue SUV. Tulsa Police Department officers quickly obtained surveillance footage from the apartment complexes, identifying a bright blue Ford Escape with a distinctive license plate frame as the getaway vehicle. The vehicle was spotted on Garnett Road the same day, leading to a traffic stop and the arrest of Arroliga, who was driving.

Hernandez-Moreno and Rumualdo were quickly apprehended the following day, found in the stolen Mazda at the Echo Trails Apartment complex. “Carlos Arroliga took part in two armed carjackings…He and his two cohorts are now headed to federal prison where they can no longer threaten, terrorize and put Tulsans’ lives at risk,” stated U.S. Attorney Johnson. He also lauded the work of Chief Franklin and the Tulsa Police Department, emphasizing their dedication to seeking justice. The investigation was a joint effort between the Tulsa Police Department and U.S. Immigration and Customs Enforcement’s Enforcement and Removal Operations.

Assistant U.S. Attorneys Gina S. Gilmore, Joel-lyn A. McCormick, and Thomas E. Buscemi prosecuted the case, which was part of Project Safe Neighborhoods (PSN) – a program aimed at reducing violent crime through collaboration between law enforcement and communities. This case serves as a harsh reminder that armed robbery and carjacking will be met with severe consequences in the federal court system. The Department of Justice remains committed to prioritizing community safety and holding violent offenders accountable for their actions.
