Quapaw man Wilkie Bill Burtrum was today sentenced to life in prison for the heinous crime of sexually abusing a child under 12 years of age, announced U.S. Attorney Trent Shores.
In addition to the life sentence, Burtrum, now 60, faces an additional 360 months for abusive sexual contact with a minor. His previous conviction for raping two other children had landed him 14 years in federal prison.
‘A life sentence of imprisonment was the only way to protect children from this monster,’ Shores said, praising the bravery of a young victim who came forward and helped stop Burtrum’s reign of terror.
Burtrum was convicted of abusing his victim between August 2018 and October 2019. During his trial, it was revealed that he used special privileges to gain the child’s trust before subjecting him to sexual abuse over his clothing.
Another victim came forward during the investigation, testifying about abuse suffered five years prior, further cementing Burtrum’s pattern of predatory behavior. His 1993 conviction for four counts of aggravated sexual abuse with children under 12 had also served as a stark warning.
The Quapaw Tribal Marshals Service and Miami Police Department conducted the investigation, while Assistant U.S. Attorneys Shannon Cozzoni and Scott Proctor prosecuted the case. Restitution will be determined at a later hearing set for September 10, 2020. Burtrum remains in U.S. Marshals custody until transferred to a Bureau of Prisons facility.
