HARTFORD, CT – Jose Antonio Quiroz-Martinez, 27, a Mexican national formerly residing in East Hartford, will spend more than two decades behind bars for preying on a child. U.S. District Judge Alvin W. Thompson handed down a 270-month sentence (22 years and 6 months) today, followed by ten years of supervised release, after Quiroz-Martinez pleaded guilty to using interstate facilities to entice a minor to engage in sexual activity.

The case, a joint effort between federal and local law enforcement, revealed a disturbing pattern of abuse. Court documents detail how, in April and May of 2017, Quiroz-Martinez used a cell phone to bombard an 11-year-old girl with sexually explicit texts and images of himself. He didn’t stop there, actively attempting to meet the victim to further his exploitation. The investigation, spearheaded by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (HSI) Boston and the East Hartford Police Department, quickly uncovered a digital trove of depravity.

A forensic analysis of Quiroz-Martinez’s phone revealed a staggering collection of over 4,000 images of child pornography. This wasn’t simply possession; the content was particularly heinous, including images of toddlers and infants, depictions of sadistic and masochistic violence, and even bestiality. The sheer volume and nature of the material paint a chilling picture of the defendant’s depraved interests.

During sentencing, Judge Thompson also considered previously substantiated allegations of sexual assault. Evidence presented indicated that Quiroz-Martinez had sexually assaulted a 13-year-old girl and a 17-year-old girl back in 2015. While these incidents weren’t part of the federal charge, they contributed to the severity of the sentence handed down today. The prosecution, led by Assistant U.S. Attorney Nancy V. Gifford, successfully argued for a substantial prison term, emphasizing the gravity of the offenses.

Quiroz-Martinez has been held in custody since his arrest on related state charges on May 4, 2017. He pleaded guilty to the federal charge on January 4, 2019. His legal troubles aren’t over, however. Upon his release from federal prison, he will face immigration proceedings, likely resulting in deportation back to Mexico. U.S. Attorney for the District of Connecticut, John H. Durham, and East Hartford Police Chief Scott M. Sansom, issued a joint statement praising the collaborative investigation and the successful prosecution.
