GREENEVILLE, Tenn. – Steven Dwight Hopkins, 46, of Mooresburg, Tennessee, is headed to federal prison for two decades. U.S. District Judge R. Leon Jordan handed down a 240-month sentence on March 16, 2017, for Hopkins’s central role in a methamphetamine distribution conspiracy that plagued the Eastern District of Tennessee. The case, a product of a focused federal crackdown, exposes the deep roots of drug trafficking in the Appalachian region.
Hopkins, known on the streets as “Rabbit,” confessed to handling a significant quantity of the drug – between 1.5 and 4.5 kilograms of actual meth. His involvement wasn’t a recent foray into crime; Hopkins admitted to cooking methamphetamine since the year 2000. The bust that finally brought him down began in August 2014 with a traffic stop in Whitley County, Georgia, where he was en route to procure a quarter pound of the illicit substance.
But Hopkins wasn’t operating alone. He was a key member of the notorious “Chicken Head Mafia,” a criminal organization that provided mutual protection and support to its members during the meth trafficking operation. Authorities also revealed Hopkins’s ties to the Copperhead Motorcycle Club, suggesting a network of interconnected criminal elements. According to court documents, Hopkins regularly sourced between eight and ten ounces of meth *per week* from co-defendant Rick Munsey, 48, of Del Rio, Tennessee.
The scope of Hopkins’ operation was substantial. He peddled meth to a large network of customers throughout Hamblen County and the surrounding areas. This wasn’t just about moving product; it was about flooding a community with a highly addictive and destructive drug. The investigation, spearheaded by the Federal Bureau of Investigation, involved a collaborative effort with the Hamblen County Sheriff’s Office, Morristown Police Department, and the Third and Fourth District Judicial Drug Task Forces.
Assistant U.S. Attorney Wayne Taylor successfully prosecuted the case, demonstrating the federal government’s commitment to dismantling these types of organizations. This case wasn’t an isolated incident, but a key component of the Department of Justice’s Organized Crime and Drug Enforcement Task Force (OCDETF) program. Established in 1982, OCDETF aims to systematically dismantle major drug trafficking and money laundering operations.
OCDETF, according to the DOJ, combines the resources and expertise of various federal agencies, working in concert with state and local law enforcement. The goal is simple: to choke off the nation’s drug supply at its source. Hopkins’ sentence sends a clear message – those who profit from the misery of others will face serious consequences. The investigation remains ongoing, and further indictments are expected as authorities continue to unravel the full extent of the Chicken Head Mafia’s reach.
