HUNTINGTON, W.Va. – A Michigan man has been sentenced to federal prison for his role in a heroin distribution crime in Cabell County. Rafael Starks, 36, was handed a 21-month prison term for aiding and abetting the distribution of heroin.
According to court documents and statements made in court, Starks admitted to selling heroin to a confidential informant on August 1, 2018, in the 1100 block of 9th Avenue in Huntington. The heroin sale was part of a larger investigation into narcotics trafficking in the area.
Acting United States Attorney Lisa G. Johnston commended the investigative work of the Cabell County Sheriff’s Department, which played a crucial role in the case. Starks was prosecuted by Assistant United States Attorney Stephanie S. Taylor.
United States District Judge Robert C. Chambers imposed the sentence, which will see Starks serve 21 months in federal prison. The sentence reflects the severity of the crime and the impact it has on communities affected by heroin distribution.
