Rafael Starks, Aiding and Abetting Heroin Distribution, West Virginia 2018

HUNTINGTON, W.Va. – A Michigan man has been sentenced to federal prison for his role in a heroin distribution crime in Cabell County. Rafael Starks, 36, was handed a 21-month prison term for aiding and abetting the distribution of heroin.

According to court documents and statements made in court, Starks admitted to selling heroin to a confidential informant on August 1, 2018, in the 1100 block of 9th Avenue in Huntington. The heroin sale was part of a larger investigation into narcotics trafficking in the area.
