RALEIGH, N.C. – Wilbert Lee Howard, III, 42, is headed to federal prison for 16 years after being sentenced for running a large-scale cocaine distribution network across the Raleigh area. The sentence, handed down by U.S. District Judge Louise W. Flanagan, follows Howard’s guilty plea on June 12, 2025, but does little to address the damage already done to the city’s streets.

U.S. Attorney Ellis Boyle didn’t mince words following the sentencing. “This defendant had multiple prior state convictions for cocaine trafficking and possessing firearms, but he never learned his lesson,” Boyle stated. “He continued to pump poison into our neighborhoods instead of being a contributing member of society.” Boyle’s office is taking a hard line, promising more aggressive prosecution of drug traffickers in Eastern North Carolina, and vowing to seize assets linked to criminal activity.

Court documents reveal that between September 2023 and July 2024, Howard moved approximately 14 kilograms of cocaine throughout Raleigh and surrounding communities. He wasn’t a street-level dealer; Howard allegedly sourced kilogram quantities, supplying a network of other dealers who pushed the drugs onto the streets. Law enforcement repeatedly intercepted individuals linked to Howard, recovering not only cocaine and marijuana, but also substantial amounts of cash—evidence of a lucrative and ruthless operation.

The bust came to a head on July 17, 2024, when officers raided properties connected to Howard. The search yielded a significant haul: more cocaine, piles of cash, and a cache of firearms, including a shotgun and a 9mm handgun. The presence of these weapons underscores the inherent violence connected to the drug trade and the danger Howard posed to the community, according to investigators.

This case is being touted as a success under “Operation Take Back America,” a nationwide initiative aimed at dismantling cartels and transnational criminal organizations. The operation leverages resources from the Organized Crime Drug Enforcement Task Forces (OCDETF) and Project Safe Neighborhood (PSN) – a federal attempt to reclaim neighborhoods from the grip of violent crime. Whether this initiative truly addresses the root causes of drug trafficking remains to be seen, but for now, one kingpin is off the streets.

The investigation was a joint effort by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) and the Raleigh Police Department. Assistant U.S. Attorney Casey L. Peaden prosecuted the case.
