PEORIA, IL – Randall R. Ray IV, a 33-year-old Peoria man, will spend the next 14 years in federal prison after being sentenced for possessing sickening child sexual abuse material. The case, brought under the umbrella of the Department of Justice’s Project Safe Childhood initiative, highlights the continued scourge of online exploitation and the dedication of law enforcement to tracking down perpetrators.
Court filings reveal the depravity began in July 2021 when Ray produced and possessed a video depicting a minor child engaged in sexually explicit conduct. A concerned citizen stumbled upon the vile content while reviewing Ray’s phone and immediately alerted authorities, triggering a swift investigation.
The U.S. Secret Service, partnering with the Peoria County Sheriff’s Department, quickly built a case against Ray. He was indicted in August 2021 and, after months in custody of the U.S. Marshals, ultimately pleaded guilty in January 2022. The evidence, investigators say, was damning and left little room for denial.
While facing a maximum sentence of 20 years imprisonment, a $250,000 fine, and a potential five-year-to-life term of supervised release, Ray received a 14-year sentence on May 10, 2022. Assistant U.S. Attorney Keith Hollingshead-Cook successfully prosecuted the case, ensuring Ray faces a significant penalty for his abhorrent actions.
Project Safe Childhood, the driving force behind this prosecution, is a nationwide effort to dismantle the networks that facilitate child sexual exploitation. Led by U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), the program pools resources from federal, state, and local agencies to locate victims and bring abusers to justice.
