Rasheed Bailey, Narcotics Trafficking, New York 2016

In a shocking turn of events, 32 individuals have been charged with participating in a massive narcotics trafficking operation in the Lincoln Houses, a housing development in East Harlem, New York. The defendants are accused of distributing and possessing large quantities of crack cocaine in the area.

According to the indictment, the defendants, including RASHEED BAILEY, a/k/a “Ciroc,” WILLIAM BRYANT, a/k/a “Kenny,” KEVIN CHAVIS, JEFFREY CHILDS, a/k/a “Pap,” a/k/a “CJ,” TYRONE GLADDEN, a/k/a “Ty Boogie,” a/k/a “Ty Zooted,” TRAVIS HARRY, a/k/a “Trav Game,” RICHARD HILL, a/k/a “Richie,” JEREMY HUNTER, a/k/a “Jerm,” KEVIN JENKINS, a/k/a “Jenkins,” a/k/a “Jay,” LAMAR JENKINS, a/k/a “Lamar,” TYRONE JENKINS, a/k/a “Ty,” RODNEY JONES, a/k/a “Rod,” a/k/a “Rodney,” MARCUS KINARD, a/k/a “Marcus,” a/k/a “Mark,” ROBERT LANE, a/k/a “Robbie,” a/k/a “Lil Rob,” KEVIN MASON, TYRONE McKINNON, a/k/a “T-Bone,” a/k/a “Tyrone,” RASHON MEEKS, a/k/a “Rashon,” a/k/a “Meeks,” RONNIE McKINNON, a/k/a “Ronnie,” LAMAR McKINNON, a/k/a “Lamar,” KENNY McKINNON, a/k/a “Kenny,” a/k/a “Kinny,” JEREMY McKINNON, a/k/a “Jeremy,” a/k/a “Jerm,” WILLIAM McKINNON, a/k/a “Will,” a/k/a “Bil,” RODNEY McKINNON, a/k/a “Rodney,” TYRONE McKINNON, a/k/a “Tyrone,” RONNIE McKINNON, a/k/a “Ronnie,” MARCUS McKINNON, a/k/a “Marcus,” a/k/a “Mark,” were taken into custody today and are expected to be presented in Manhattan federal court later today before U.S. Magistrate Judge James C. Francis IV.

Twenty-three defendants were taken into custody today, while five defendants are currently incarcerated in various locations in New York and are expected to be transported to the Southern District of New York within the next two weeks. Four defendants remain at large.

The defendants are accused of participating in conspiracies to distribute and possess with intent to distribute large quantities of crack cocaine in the Lincoln Houses. Six defendants are also charged with possessing and using firearms in connection with one of the narcotics trafficking conspiracies.

“As alleged, these defendants blanketed the entire expanse of the Lincoln Houses with their round-the-clock drug dealing operation, using guns and violence to protect it,” said Manhattan U.S. Attorney Preet Bharara. “All New Yorkers, including the residents of NYCHA housing, are entitled to live in neighborhoods free of drugs and the inevitable violence that comes with it. Our actions today, with our partners at the ATF and NYPD, are a step toward making that a reality for the residents of the Lincoln Houses in East Harlem.”

The investigation was led by the ATF and NYPD, with assistance from the U.S. Attorney’s Office for the Southern District of New York. The defendants are expected to be arraigned in federal court in the coming days.

The charges against the defendants include: RASHEED BAILEY, a/k/a “Ciroc,” and 31 others with participating in conspiracies to distribute and possess with intent to distribute large quantities of crack cocaine in the Lincoln Houses, in violation of Title 21, United States Code, Sections 841(a)(1) and 841(b)(1)(B).

The defendants are also charged with possessing and using firearms in connection with one of the narcotics trafficking conspiracies, in violation of Title 18, United States Code, Sections 924(c)(1)(A)(i) and 924(c)(1)(A)(iii).

The investigation is ongoing, and additional charges may be filed in the coming days.
