Two men from Bloomington, Illinois, have been arrested and charged with conspiring to distribute crack cocaine in the area. Raymone Stephens, 30, and Khalil Rhasad Hood, 23, were taken into custody on November 2, 2018, and made their initial appearance in federal court before U.S. Magistrate Judge Jonathan E. Hawley.
According to the charges, the men allegedly conspired to manufacture and distribute over 28 grams of crack cocaine. If convicted, they could face a sentence of five to 40 years in prison. However, if they have prior felony drug convictions, the penalty could be as severe as 10 years to life in prison.
The investigation into the men’s activities was led by the Bloomington Police Department’s Vice Unit, in conjunction with the Drug Enforcement Administration. The Illinois State Police Tactical Response team, the U.S. Marshals Task Force, and the Bloomington Police Department’s Special Weapons and Tactics team also assisted in the arrests and execution of related search warrants.
Assistant U.S. Attorney Adam W. Ghrist is representing the government in the case, in conjunction with the McLean County State’s Attorney’s Office.
The charges against Stephens and Hood are merely accusations, and the men are presumed innocent until proven guilty.
Stephens was ordered to remain in the custody of the U.S. Marshals Service by Judge Hawley. A detention hearing is scheduled for Hood on November 8, and a preliminary hearing for both men is set for November 16.
The public is reminded that a complaint is merely an accusation, and each defendant is presumed innocent until proven guilty.
