RALEIGH, N.C. – Rayquan Wiggins, a 27-year-old member of the Eight Trey Gangster Crips (“ETGC”), was sentenced to 96 months in prison for his role in an aborted murder plot that targeted a rival gang member. The sentencing follows a close partnership between federal and local law enforcement agencies.
“This case is part of a larger operation aimed at dismantling violent street gangs,” said U.S. Attorney Michael Easley. “Our efforts with Raleigh Police and the ATF have led to the prevention of yet another senseless murder.”
The investigation revealed a drug-trafficking organization (DTO) tied to the ETGC, distributing illegal substances in the Raleigh area. A wiretap interception caught members discussing the assassination of Deandre Earp, a high-level ETGC member who had previously tased another gang member.
Wiggins was tasked with providing information on Earp’s location for a potential hit. However, law enforcement intervention thwarted their plans, arresting the suspects before any harm could be inflicted. Dexter Maxwell, leader of the ETGC, along with Deandre Earp and Clinton Basco, have all previously pleaded guilty to related charges.
Earp was handed a 40-year sentence for his part in the plot. Sentencing for Maxwell and Basco is still pending. This investigation is a testament to the Organized Crime Drug Enforcement Task Force’s (OCDETF) approach to disrupting criminal networks.
The case has been prosecuted by Assistant U.S. Attorney Kelly L. Sandling, with support from the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Raleigh Police Department. Details of the case can be found on the website of the U.S. District Court for the Eastern District of North Carolina or PACER under Case No. 5:19-CR-00395-D.
