David Lee Cannon, Possession of Child Pornography, Oregon 2025

PORTLAND, Ore.—A registered sex offender from Portland, Oregon, has been handed a 10-year federal prison term for his possession of over 200 images of child sexual abuse material (CSAM). David Lee Cannon, 36, also faces a life term of supervised release following today’s sentencing.

Court documents reveal that law enforcement officials stumbled upon Cannon’s collection during an investigation into his uncle. Cannon had sought the images from his uncle via Telegram, an encrypted messaging app. Subsequent searches of Cannon’s devices unearthed additional CSAM material.

Cannon, who has a prior 2009 conviction for possessing CSAM, is now staring down another decade behind bars. ‘The pursuit of individuals who exploit and abuse children is our highest priority,’ declared Scott E. Bradford, U.S. Attorney for the District of Oregon. ‘With today’s sentence, Mr. Cannon will spend the next 10 years unable to victimize any other children.’

April Miller, acting Special Agent in Charge of HSI Seattle, emphasized the agency’s commitment: ‘HSI leverages advanced technology and every resource within its legal authority to identify, investigate, and bring to justice those who possess child exploitation and sexual abuse material.’

Cannon was apprehended after HSI agents tracked his cellphone to Milwaukie, Oregon. He pleaded guilty on June 26, 2025, to Possession of Child Pornography. This case was investigated by HSI with support from Hillsborough County Sheriff’s Office and prosecuted by Assistant U.S. Attorneys Mira Chernick and Paul Maloney.

Under federal law, child pornography is any visual depiction of sexually explicit conduct involving a minor. The National Center for Missing & Exploited Children (www.missingkids.org) offers more information on this crucial issue. This case was part of Project Safe Childhood, a Justice Department initiative to combat the epidemic of child sexual exploitation and abuse.
