Noah Ray Evans, 35, of Red Oak, Texas, is headed to federal prison for 170 months after admitting he shipped child pornography across state lines. The sentence, handed down this week by U.S. District Judge Jane J. Boyle in Dallas, marks the end of a federal investigation that exposed Evans’s role in the distribution of grotesque material depicting prepubescent minors in sexually explicit acts.
Evans pleaded guilty in October 2017 to one count of transportation and shipping of child pornography. The charge stems from an incident on January 29, 2017, when he used his computer to transmit illicit files showing young children engaged in graphic sexual conduct. Federal prosecutors say the digital trail was clear and damning, leading agents straight to his doorstep in Red Oak.
The factual resume filed with the plea agreement lays bare the crime: Evans knowingly shared files containing illegal imagery of minors. These weren’t stray downloads or accidental clicks—this was intentional distribution, a felony that carries severe penalties under federal law. Each image represents a real child victim, often exploited multiple times through every new upload, share, or save.
The case was prosecuted as part of Project Safe Childhood, the Department of Justice’s nationwide crackdown on child sexual exploitation launched in 2006. Spearheaded by U.S. Attorney Erin Nealy Cox of the Northern District of Texas and supported by the Criminal Division’s Child Exploitation and Obscenity Section, the initiative combines federal, state, and local muscle to track down predators and rescue victims before more harm is done.
Investigation was led by Homeland Security Investigations and the Ozark, Arkansas Police Department, whose joint efforts uncovered the digital footprint linking Evans to the material. Assistant U.S. Attorney Shane Read handled the prosecution, pushing for a sentence that reflects the gravity of the offense. No plea deal could erase the damage, but the 14-year prison term sends a clear message: trafficking in child abuse material will be met with maximum consequences.
Project Safe Childhood continues to dismantle networks of exploitation across the country. For more information on the initiative and how to report suspected abuse, visit www.justice.gov/psc/. Internet safety education resources are also available on the site under the ‘resources’ tab. As long as predators like Noah Ray Evans operate online, federal agents will be watching, investigating, and arresting.
