RENO, NV – Carlos Heringer Concha, 45, of Reno, will spend the next decade behind bars after being sentenced Monday for coercing and enticing a 14-year-old child. The sentence, a mandatory minimum, comes with a lifetime of supervised release, ensuring this predator will be monitored even after his prison term ends.
Court records paint a disturbing picture. Between December 20, 2022, and March 2, 2023, Concha engaged in explicit online communication with the minor via Discord. He didn’t stop at words; the chats reveal he requested and received inappropriate photos from the victim while sending his own sexually suggestive images and videos. This digital grooming culminated in a planned meeting. On March 2, 2023, Concha drove from Reno to Truckee, California, with the intent to engage in sexual intercourse with the child. Thankfully, law enforcement intervened before any further harm could be done.
Concha was indicted by a federal grand jury in March 2023 and ultimately pleaded guilty in February 2024 to one count of coercion and enticement. But his crimes didn’t end there. While out on pretrial release for the federal case, Concha doubled down on his predatory behavior. In the Second Judicial District Court, he was convicted on April 22, 2024, of two counts of Luring/Attempting to Lure a Child with the Use of Computer Technology to Engage in Sexual Conduct. For these state crimes, he received two consecutive sentences of 48 to 120 months imprisonment.
Chief United States District Judge Miranda M. Du made a crucial decision to ensure Concha faces significant consequences. She ordered that 84 months of his federal 10-year sentence run consecutive to his state sentence. This means Concha won’t be serving these sentences concurrently, maximizing the time he’ll spend removed from society and away from vulnerable children. The combined sentences represent a substantial penalty for his heinous actions.
Beyond imprisonment, Concha will be required to register as a sex offender under the Sex Offender Registration and Notification Act (SORNA), a lifelong obligation that will subject him to public scrutiny and monitoring. This case was a joint effort, spearheaded by the FBI and the Regional HEAT team, with assistance from the Truckee Police Department. Assistant United States Attorney Megan Rachow prosecuted the case, ensuring justice was served.
This prosecution is part of Project Safe Childhood, a nationwide initiative launched in 2006 to combat the escalating epidemic of child sexual exploitation and abuse. Led by U.S. Attorneys’ Offices and CEOS, the project brings together federal, state, and local resources to identify, apprehend, and prosecute those who prey on children online and to rescue victims.
