VICTORIA, Texas – In a shocking case of online exploitation, a Portland man has been sentenced to 97 months in federal prison for distributing child pornography.

Richard R. Montez, 32, pleaded guilty to one count of distributing child pornography on February 18, 2014. The sentence, handed down by Senior U.S. District Judge John D. Rainey, is a stark reminder of the severity of this crime and the need for harsh penalties to protect the public and deter future offenders.

According to court documents, Montez was identified in an undercover operation out of Tulsa, Oklahoma, as part of a file-sharing network with 214 suspected files of child pornography available for sharing. On October 24, 2013, FBI agents and local officers executed a federal search warrant on his Portland home, where Montez admitted to using a file-sharing network to acquire child pornography.

Forensic analysis of a laptop owned by Montez led to the discovery of more than 500 images and over 250 videos of child pornography. These disturbing images and videos were made available online, exposing countless children to exploitation and abuse.

The FBI investigated this case with the assistance of the Corpus Christi Police Department – Internet Crimes Against Children Task Force and the Portland Police Department. Assistant United States Attorney Lance Duke prosecuted the case as part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat the growing epidemic of child sexual exploitation and abuse.

The sentence is a significant victory for law enforcement and a testament to the importance of holding perpetrators accountable for their crimes. As part of his sentence, Montez will be required to register as a sex offender and comply with numerous requirements designed to restrict his access to children and the Internet.
