Defendant’s Crimes Catch Up: Saratoga Springs Man Lied to Grand Jury in Arson-Homicide Investigation
A 48-year-old Saratoga Springs man has finally faced justice for his egregious actions. Richard Ramsey, of Saratoga Springs, New York, has pleaded guilty to two counts of providing false testimony to a federal grand jury investigating a fire that killed four people in Schenectady and seriously injured another.
The fire ravaged 438 Hulett Street in Schenectady, New York, on May 2, 2013, claiming the lives of David Terry and three young children, while another child was left seriously injured. The investigation into the arson attack has been ongoing since then, with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) New York Field Division working closely with the United States Attorney’s Office to bring justice to the victims and their families.
According to the plea agreement, Ramsey testified before a grand jury on October 11, 2013, and January 10, 2014, providing conflicting accounts of his involvement in the events leading up to the fire. On May 5, 2016, he gave irreconcilably contradictory testimony about those events, further hindering the investigation.
The United States Attorney, Richard S. Hartunian, has stated, ‘Perjury cannot, and will not, be tolerated. Ramsey’s decision to lie to a federal grand jury reflects a shocking disregard for the law and the victims of this horrific crime. My office and our law enforcement partners remain fully committed to securing justice for the victims and their families.’
ATF Special Agent in Charge Ashan M. Benedict added, ‘Richard Ramsey’s repeated lies to ATF Special Agents and the grand jury served only to hinder the investigation of the Hulett Street fire, and to further victimize those who have already suffered so much because of that heinous crime.’
Ramsey’s guilty plea marks a significant step in the ongoing investigation, and it is clear that the authorities remain committed to pursuing justice for all those affected by this tragic event.
