GREENEVILLE, Tenn. – In a major blow to the opioid epidemic in the Eastern District of Tennessee, Ricky Dwayne Harvey, a 30-year-old man from Kingsport, Tenn., has been sentenced to serve 180 months in federal prison for his leadership role in oxycodone and money laundering conspiracies.

The sentencing took place on May 5, 2014, in front of the Honorable J. Ronnie Greer, U.S. District Court Judge. Harvey was found guilty of conspiring to distribute a conservative estimate of 10,000 (30 mg) oxycodone pills in the Eastern District of Tennessee, which were obtained from Michigan, Florida, and Georgia and transported back to the area for resale.

According to authorities, Harvey used numerous wire transfers and directed other individuals to send wire transfers to co-conspirators in Detroit, Michigan, to further his oxycodone trafficking operation. His crimes were uncovered after he was stopped by law enforcement in June 2013, where he produced a fake drivers’ license, supplied a false date of birth and social security number, and had members of his family vouch for him.

Harvey’s true identity was soon verified, and he was arrested on a federal indictment warrant. When questioned by officers, he claimed that he had ‘done his homework’ in case he got stopped, much like an officer does.

The investigation, which led to Harvey’s indictment and conviction, involved the Bureau of Alcohol, Tobacco and Firearms, Sullivan County Sheriff’s Office, Kingsport Police Department, and Bristol Tennessee Police Department. Assistant U.S. Attorney Wayne Taylor represented the United States in the case.
