Rikers Island Reform Breakthrough
Manhattan U.S. Attorney Preet Bharara and Principal Deputy Assistant Attorney General Vanita Gupta announced a groundbreaking agreement in principle to overhaul the broken system at Rikers Island, a notorious correctional facility in New York.
