PORTLAND, OR – December 9, 2025 – Robert L. Adams, of Oregon, has been permanently banned from trading and registering with the Commodity Futures Trading Commission (CFTC) following a fraud conviction involving multiple commodity pools. The U.S. District Court for the District of Oregon entered a consent order against Adams and his company, SimTradePro Incorporated, requiring a payment of $2,072,986 in restitution to victims.

The order stems from a CFTC enforcement action initially filed on September 30, 2024. Court findings revealed Adams and SimTradePro fraudulently solicited over $2.3 million from at least 100 customers – many of whom were saving for retirement – to invest in leveraged foreign currency exchange and precious metals contracts.

Prosecutors allege Adams and SimTradePro misrepresented key fee structures, falsely claiming they would only profit if customers did. They also concealed trading losses from investors. SimTradePro was found to have unlawfully operated as both a commodity pool operator and a commodity trading advisor.

This CFTC action is related to a separate criminal case where Adams was sentenced on August 12, 2025, to 2.5 years in prison and ordered to pay additional restitution (United States v. Adams, No. 6:23-cr-00211-MC D. Or.).

The CFTC issued a standard caution, noting that restitution orders do not guarantee full recovery of funds for victims, as wrongdoers may lack sufficient assets. The agency pledged continued vigilance in protecting customers and holding accountable those who violate commodity trading laws.

The CFTC acknowledged the assistance of the United Kingdom Financial Conduct Authority, as well as support from the Oregon Division of Financial Regulation, the Australian Securities and Investments Commission, and the Central Bank of Ireland during the investigation.
