ROCHESTER, NY – Juan Sampel, 48, is headed to federal prison for three decades after a jury convicted him of leading a large-scale cocaine trafficking operation in Rochester. U.S. District Judge Charles J. Siragusa handed down the 360-month sentence today, effectively ending Sampel’s reign as a key player in the city’s drug trade.
Federal prosecutors, Assistant U.S. Attorneys Sean C. Eldridge and Robert A. Marangola, laid out a damning case proving Sampel, along with co-defendant Jose Gonzalez, moved kilograms of cocaine throughout Rochester between 2015 and April 2016. The investigation, a joint effort between the Drug Enforcement Administration (DEA) and the Rochester Police Department, relied heavily on court-authorized wiretaps. These intercepts revealed a sophisticated network using coded language to discuss their illicit business and actively attempting to evade law enforcement.
The wiretaps weren’t just about drug quantities; they showed the crew’s paranoia. Defendants discussed identifying undercover police vehicles and urged each other to switch to encrypted communication methods. Investigators complemented the surveillance with old-fashioned police work – video surveillance captured meetings and the direct transfer of both cocaine and cash between Sampel, Gonzalez, and their associates. It painted a clear picture of a well-organized criminal enterprise.
When authorities finally executed search warrants on April 27, 2016, they hit paydirt. Raids on the residences of both Sampel and Gonzalez yielded a treasure trove of evidence: multiple cell phones, drug paraphernalia like scales and baggies, and a staggering amount of cash. Gonzalez’s home contained over $11,000, while Sampel’s stash totaled over $17,000. The overall investigation resulted in the seizure of more than 11 kilograms of cocaine – a significant blow to the local drug supply.
Jose Gonzalez, Sampel’s partner in crime, is still awaiting sentencing, scheduled for June 10, 2019. He faces a considerable prison term of his own. DEA Special Agent-in-Charge Ray Donovan and Rochester Police Chief La’Ron D. Singletary both praised the collaborative effort that brought down the operation, highlighting the importance of interagency cooperation in tackling serious drug crimes.
