Rochester Man Arrested for Heroin Sales

A 23-year-old Rochester man is facing serious charges after allegedly selling heroin and firearms in the Rochester area. Luis Guzman, 23, was arrested and charged with distribution of heroin and possession of a firearm in furtherance of a drug trafficking crime.

The charges carry significant penalties, with the firearm charge carrying a maximum penalty of life in prison, a fine of $250,000 or both, and the drug charge carrying a maximum penalty of 20 years in prison, a fine of $1,000,000 or both.

According to the complaint, Guzman sold heroin and firearms during two controlled buys by the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Rochester Police Department in December 2012 and January 2013. One of the firearms purchased was a firearm stolen in November 2012 from Tom’s Guns and Ammo, a Federal Firearms Licensee located in Sodus, New York.

The investigation, which was led by Special Agents of the Bureau of Alcohol, Tobacco, Firearms and Explosives under the direction of Resident Agent in Charge Scott Heagney and the Rochester Police Department under the direction of Chief James Sheppard, is a testament to the dedication of law enforcement agencies in combating crime in the Rochester area.

It’s worth noting that a defendant has been charged with a crime is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.

Assistant U.S. Attorney Jennifer M. Noto is handling the case, which is a reminder that law enforcement agencies will not tolerate illegal activities in the Rochester area and will work tirelessly to bring those responsible to justice.
