ROCHESTER, N.Y. – Pernell Jackson, 56, of Rochester, has pleaded guilty to making materially false statements in a HUD subsidy program, officials announced.
Jackson, who resided at an apartment complex in Greece, NY, admitted to falsifying HUD income certification forms from 2009 to 2014. He concealed his access to $102,622.76 in VA benefits belonging to his deceased aunt, which he regularly withdrew between 2007 and 2015.
The fraud was uncovered by a VA audit, prompting investigations by both the VA and HUD Offices of Inspector General. Assistant U.S. Attorney Kyle P. Rossi is handling the case.
Jackson now faces up to five years in prison and a $250,000 fine. Sentencing is set for May 30, 2018, before Chief U.S. District Judge Frank P. Geraci, Jr.
The investigation was led by the Criminal Investigations Division of the VA Office of Inspector General, under Resident Agent-in-Charge Jeffrey K. Stachowiak, and the HUD Office of Inspector General, under Special Agent-in-Charge Brad Geary.
