Quentin W. Carder, Fentanyl Distribution Resulting in Death, Missouri 2021

A Rock Port man admitted in federal court today that he sold deadly fentanyl-laced pills that led directly to another man’s fatal overdose. Quentin W. Carder, 23, pleaded guilty to two counts tied to the death, including conspiracy to distribute fentanyl and cocaine resulting in death, and distribution of the same drugs causing death.

Carder confessed to selling four counterfeit blue pills—marketed as oxycodone but packed with fentanyl—to a man identified only as C.L., a repeat customer who had previously bought cocaine from him. The sale occurred on June 18, 2021, in Atchison County, Missouri, setting in motion a chain of events that ended in tragedy just two days later.

In the early hours of June 20, 2021, C.L. ingested one of the pills supplied by Carder. By that morning, his father discovered him unresponsive in his bedroom. C.L. was rushed to a hospital but never recovered. He died two days later, on June 22, 2021. Forensic analysis confirmed fentanyl intoxication as the direct cause of death, with experts stating he would not have died but for the drug’s presence.

The case was prosecuted by Assistant U.S. Attorney Byron H. Black and investigated by a coalition of federal and local agencies, including the Drug Enforcement Administration, the Missouri State Highway Patrol, and the Atchison County Sheriff’s Department. Their work revealed a pattern of illicit drug distribution that cut short a life and left a family shattered.

Carder now faces a mandatory minimum of 20 years in federal prison without parole, with the possibility of life behind bars. U.S. District Judge Howard F. Sachs will determine the final sentence after a presentence investigation by the U.S. Probation Office. No hearing date has been set.

This prosecution is part of a broader Organized Crime Drug Enforcement Task Force (OCDETF) operation aimed at dismantling high-level drug networks. The OCDETF uses an intelligence-driven, multi-agency strategy to target the most dangerous traffickers. Carder’s guilty plea marks a hard-won victory in a war that continues to rage in rural towns and cities across America.
