U.S. District Judge Philip G. Reinhard handed down the 210-month sentence, followed by eight years of supervised release, marking a severe penalty for Rodriguez’s calculated exploitation of vulnerable minors.

Rodriguez pleaded guilty on October 14, 2016, but the details of his crimes, revealed in a written plea agreement, are sickening. The investigation uncovered a pattern of grooming and manipulation, beginning on November 6, 2014, when Rodriguez persuaded a 14-year-old female victim to send him sexually explicit photographs taken with her own cell phone. The images were transmitted from Iowa to Rodriguez in Loves Park, Illinois – a clear crossing of state lines to facilitate the crime.

But the initial victim was just the beginning. Between August 9, 2014, and January 20, 2015, Rodriguez extended his predatory reach across multiple states, targeting and coercing four additional minor females – aged 14 to 17 – into similar acts. Victims resided in Ohio, Arizona, Connecticut, and Wisconsin, all lured into sending compromising images to Rodriguez in Illinois. Each case involved the same disturbing method: persuasion and the exploitation of trust.

This wasn’t a spontaneous act; it was a deliberate, multi-state operation. Rodriguez actively sought out vulnerable individuals, leveraging technology to facilitate his crimes and maintain a degree of anonymity. The FBI’s Chicago office, leading the investigation, meticulously pieced together the evidence, tracing the digital trail and identifying the victims. The Loves Park Police Department provided crucial assistance in the early stages of the investigation.

“This case highlights the horrifying reality of online exploitation and the lengths to which predators will go to harm children,” said Acting United States Attorney Joel R. Levin for the Northern District of Illinois. “We are committed to relentlessly pursuing these offenders and bringing them to justice.” Special Agent-in-Charge Michael J. Anderson of the FBI’s Chicago office added that the sentence sends a strong message that such behavior will not be tolerated.

The 210-month sentence, while significant, offers little comfort to the victims whose lives have been irrevocably damaged.
