BEAUMONT, TX – James Richard Rollins, 39, is headed to federal prison for two decades after being caught with a horrifying trove of child pornography. The Beaumont parolee was sentenced to 240 months – 20 years – by U.S. District Judge Marcia A. Crone on July 29, 2025, following a guilty plea to possession of the vile material.
The case unraveled on October 27, 2023, when a parole supervisor flagged a disturbing discovery on Rollins’ cellular phone. Authorities were dispatched to the Beaumont halfway house where Rollins was residing. A fellow resident reported witnessing Rollins viewing child pornography on his device, triggering the investigation.
What investigators found was sickening. Rollins’ phone contained a staggering 3,680 images and videos depicting minors engaged in sexually explicit acts, including abuse by adults. Many of the images featured prepubescent children, according to court documents. Rollins readily admitted to downloading and viewing the disturbing content.
Acting U.S. Attorney Jay R. Combs announced the sentencing, emphasizing the gravity of the crime. “The possession of child pornography is a particularly heinous offense,” Combs stated. “We will continue to aggressively pursue those who exploit and endanger children.”
This prosecution was part of Project Safe Childhood, a nationwide initiative launched in 2006 by the Department of Justice to combat the escalating epidemic of child sexual exploitation. The project leverages resources from federal, state, and local agencies to identify, apprehend, and prosecute offenders, as well as rescue victims. The investigation was a collaborative effort between the FBI and the Beaumont Police Department. Assistant U.S. Attorney Rachel Grove prosecuted the case. Rollins’ 20-year sentence serves as a stark warning: those who prey on children will face the full force of the law.
