Buffalo native Roosevelt Appleton, 41, is headed for a federal prison cell after pleading guilty to one count of conspiracy to possess with intent to distribute cocaine in the Eastern District of Texas. The plea, entered before U.S. Magistrate Judge Zack Hawthorn, marks the end of a years-long drug operation that funneled kilos of cocaine from New York through Texas into Houston.
According to court filings, Appleton launched his trafficking ring in 2015 immediately after being released from state prison in New York. He quickly reorganized a network of couriers and associates to move narcotics across state lines, exploiting the U.S. Postal Service, Federal Express, and vehicles fitted with concealed compartments designed to bypass law enforcement checks.
The operation unraveled on June 15, 2016, when Texas authorities pulled over a vehicle driven by Appleton’s couriers in Jefferson County for a routine traffic violation. A deeper search revealed six tightly wrapped bundles of cocaine stashed in a secret compartment beneath the car’s chassis — a discovery that led investigators straight back to Appleton.
Appleton admitted in court to overseeing the distribution of between 15 and 50 kilograms of cocaine as part of the conspiracy. That quantity, enough to supply thousands of street doses, underscores the scale of the operation that federal prosecutors say reached deep into Houston’s drug markets.
Indicted by a federal grand jury on October 18, 2017, Appleton now faces a mandatory minimum of ten years in federal prison. While sentencing guidelines and other factors will influence the final term, the statutory floor ensures he will spend a significant stretch behind bars. A sentencing date will be set following a presentence investigation by the U.S. Probation Office.
The investigation was led by the Drug Enforcement Administration, with critical support from the Beaumont Police Department and the Houston Police Department. Assistant U.S. Attorneys Randall L. Fluke and John Craft are prosecuting the case, closing another chapter in the federal crackdown on interstate drug trafficking corridors running through East Texas.
