LAS CRUCES, NM – Jim Walter Qualls Jr., 30, of Roswell, New Mexico, will spend the rest of his life behind bars. Qualls was sentenced today in federal court to 200 years imprisonment for the production of child pornography. The sentence was significantly increased due to a prior state conviction for enticement of a minor, revealing a pattern of predatory behavior.
Acting U.S. Attorney James D. Tierney didn’t mince words. “This previously convicted child sex offender sexually exploited a three-year-old child, who was in his care, for the purpose of producing child pornography,” Tierney stated. “As a result of the sentence imposed today, he will never again exploit another child.” The investigation, spearheaded by Homeland Security Investigations (HSI), uncovered a disturbing case of abuse and exploitation within the confines of a supposed safe environment.
Waldemar Rodriguez, Special Agent in Charge of HSI El Paso, echoed Tierney’s sentiment. “Today’s sentence ensures that this predator will never have access to the most innocent among us – our children,” Rodriguez said. “This lengthy sentence is appropriate for a person who has proven his propensity to target children, and will ensure the defendant never harms a child again or sees the outside of a jail cell.”
Qualls was initially arrested on July 31, 2014, following a criminal complaint detailing possession, receipt, and distribution of child pornography, along with the charge of enticing a minor to engage in sexually explicit conduct for the purpose of creating the illicit material. The crimes, committed between October 2013 and February 2014 in Chaves County, came to light after HSI agents traced an IP address uploading child pornography to Qualls’ residence. A subsequent search of his home revealed the disturbing images on his cell phone.
An indictment on October 16, 2014, charged Qualls with four counts of enticing a minor. He later pled guilty on May 7, 2015, without a plea agreement, accepting responsibility for his heinous actions. Assistant U.S. Attorney Alexander B. Shapiro, of the Las Cruces Branch Office, successfully prosecuted the case, securing a sentence that reflects the severity of the crimes.
This case was brought under the umbrella of Project Safe Childhood, a nationwide DOJ initiative aimed at combating child sexual exploitation. It also involved the New Mexico Internet Crimes Against Children (ICAC) Task Force, a collaborative effort between 86 federal, state, and local agencies. Law enforcement urges anyone with information regarding suspected child predators or abuse to immediately contact the authorities. The ICAC Task Force continues to relentlessly pursue and dismantle networks involved in the exploitation of vulnerable children.
