Russell Martin Mounger, 47, of Mannford, Oklahoma, is headed to federal prison for 70 months after being convicted of Possession of Child Pornography. The sentence, handed down by District Judge Gregory K. Frizzell, marks the end of a years-long investigation into Mounger’s hidden digital archive of child sexual abuse material.
On February 13, 2017, Mannford Police Department executed a search warrant at Mounger’s residence. Inside his home, investigators uncovered multiple explicit videos and still images showing children under the age of 12 engaged in sexually explicit conduct. The disturbing content was stored on electronic devices that were seized and later forensically analyzed.
Mounger now faces not only prison time but also a lifetime of accountability. He is required to pay $10,000 in restitution directly to the victim—a symbolic yet critical gesture in cases where every image represents real abuse. Additionally, he must pay a special monetary assessment of $5,100, a financial penalty underscoring the severity of his crime.
Upon completion of his sentence, Mounger will be released under strict supervision for seven years. He must register as a sex offender, a public designation that follows him for life and alerts communities to his criminal history. These measures are enforced to protect the public and deter future offenses.
United States Attorney Shores made it clear: “We will aggressively prosecute those who exploit children and possess graphic sexual images of minors. These are some of the most important cases we prosecute because they involve some of the most vulnerable victims.” The case was prosecuted by First Assistant U.S. Attorney Clinton J. Johnson and Assistant U.S. Attorney Shannon Cozzoni.
The investigation was a joint effort between the Mannford Police Department and Homeland Security Investigations. It was brought under Project Safe Childhood, a DOJ initiative launched in 2006 to combat child sexual exploitation. The program unites federal, state, and local agencies to track down offenders and rescue victims—proving again that even in quiet towns like Mannford, predators won’t hide forever.
