RUTLAND, VT – A multi-agency task force has cracked down on a significant cocaine and crack cocaine distribution network operating in Rutland, Vermont, leading to the indictment of two men facing potentially life-altering sentences. James Brown, 43, of Troy, New York, and Lionell Thompson, 40, of Manning, South Carolina, are accused of conspiring to flood the streets with dangerous narcotics.
The indictment, handed down by a federal grand jury on September 17, 2025, details a conspiracy stretching from July 2024 to September 2025. Prosecutors allege that Brown and Thompson, along with unnamed co-conspirators, moved quantities of cocaine and cocaine base exceeding 280 grams – a threshold that carries a mandatory minimum ten-year prison sentence. The indictment specifically states Brown’s involvement with over 500 grams of cocaine, escalating the potential penalties.
The charges don’t stop at conspiracy. Brown is specifically accused of distributing cocaine base on five separate dates in early 2025 – January 30, January 31, February 20, March 27, and April 2 – and cocaine on March 13, 2025. Thompson faces similar allegations, with distribution dates spanning from October 8, 2024, to April 2, 2025. The evidence, according to court records, is damning: law enforcement conducted over 35 controlled purchases through a confidential informant and an undercover detective, directly linking the pair to the illicit trade.
“This indictment represents a significant blow to drug trafficking in Rutland,” said a source close to the investigation. “These weren’t small-time dealers. Both Brown and Thompson are scheduled to appear before Magistrate Judge Kevin J. Doyle in Burlington today at 3:00 PM for arraignment.
