Burlington, Vermont – In a shockingly brazen move, James Brown, 43, of Troy, New York, and Lionell Thompson, 40, of Manning, South Carolina, have been hit with federal charges for their alleged roles in a massive cocaine distribution operation spanning over a year. According to the Office of the United States Attorney for the District of Vermont, both men are facing life sentences if convicted.
The duo is accused of conspiring to distribute more than 280 grams of cocaine base, a substance with a notorious reputation for its potency and danger. Brown’s alleged involvement in the conspiracy also includes distributing over 500 grams of cocaine, with multiple documented instances of distribution across several months.
Today, both men are due to appear before Magistrate Judge Kevin J. Doyle in Burlington for arraignment. The charges stem from a series of controlled purchases by law enforcement agents, including confidential informants and undercover detectives. Brown is alleged to have distributed cocaine base on five separate occasions in 2025, while Thompson’s distribution history includes several dates in both 2024 and 2025.
Despite the severe allegations, it’s important to note that an indictment merely contains allegations, and both defendants are presumed innocent until proven guilty. Should they be found guilty, Brown and Thompson face a mandatory minimum sentence of ten years, with the possibility of life imprisonment.
The investigation into this drug ring has been a collaborative effort, involving numerous law enforcement agencies including the Vermont State Police, FBI, DEA, Rutland City Police Department, and Homeland Security Investigations. Assistant United States Attorney Jason Turner will be leading the prosecution against Brown and Thompson.
Brown is represented by Assistant Federal Public Defender Emily Kenyon, while Thompson has John-Claude Charbonneau, Esq., defending him. The trial is expected to draw significant attention in the local community as it represents one of the largest drug trafficking cases in recent Vermont history.
