Incognito and his co-conspirators, including multiple doctors, used the medical licenses and offices of various doctors to purchase the medications, claiming they would be used to treat patients. Incognito worked as an operations manager of a wholesale drug distributor, operating under the New Jersey corporations of VRC Medical Services and Investigational Drug Delivery (VRC/IDD), located in Sewaren, New Jersey. The medications obtained through the scheme were primarily cold-chain biologic infusion medications used to treat cancers, macular degeneration, and autoimmune diseases.

The scheme involved ‘straw-purchasing’ the medications through the doctors’ medical practices, and then Incognito and his co-conspirators would illegally transfer and resell those medications. Incognito pled guilty to conspiring to unlawfully resell various medications and was sentenced by U.S. District Judge Susan D. Wigenton.
