EVANSVILLE, IN – Ryan Watkins, 47, of Loogootee, Martin County, Indiana, is headed back to prison for a decade after investigators uncovered a sickening trove of child sexual abuse material on his cellphone. Watkins was sentenced this week, paying the price for repeatedly viewing and downloading depraved images of minors.
Court documents reveal Watkins’s depravity unfolded between January and April of 2023. He actively sought out and downloaded hundreds of images depicting the sexual abuse of children, storing them on his phone and a cloud-based data platform. A forensic examination turned up over 600 images featuring minors under the age of twelve engaged in sexually explicit conduct. Investigators also found the disturbing content hidden within the Google Chrome cache and download folders on his device.
This wasn’t Watkins’ first brush with the law. Back in 2010, he was convicted of felony Child Molestation in Davies County, Indiana, and was a registered sex offender at the time he began collecting this new, horrifying material. Clearly, a prior conviction did nothing to deter his twisted desires.
“This previously convicted child molester chose to continue seeking gratification from the sexual abuse of children,” stated Zachary A. Myers, U.S. Attorney for the Southern District of Indiana. “He didn’t care about the trauma that was inflicted on these victims, so long as he could enjoy this heinous material. Thanks to the U.S. Secret Service, Indiana State Police, and our federal prosecutor, our children are safer, and this dangerous offender is back behind bars where he belongs.”
The investigation was a joint effort between the U.S. Secret Service and the Indiana State Police. U.S. District Court Judge Richard L. Young handed down the ten-year sentence and ordered Watkins to receive fifteen years of supervised release upon his eventual release from prison. The judge also mandated $6,000 in restitution.
Assistant United States Attorney Todd S. Shellenbarger prosecuted the case, which falls under the umbrella of Project Safe Childhood, a national initiative dedicated to combating child sexual exploitation and abuse. The program, launched in 2006, pools federal, state, and local resources to identify, apprehend, and prosecute predators and rescue victims. Watkins’ sentence sends a clear message: exploiting children will not be tolerated, and those who do will face the full weight of the law.
