Mark Corum, Child Pornography Production, California 2023

SACRAMENTO, Calif. – Mark Corum, 60, of Sacramento, is facing a potential lifetime behind bars after a federal grand jury expanded the charges against him to include the production of child pornography. The superseding indictment adds four new counts to the original indictment from December 2016, which already accused Corum of distributing horrific material.

According to court documents unsealed today, Corum wasn’t just a passive recipient of depravity; he was an active orchestrator. The indictment details how Corum engaged in sickening conversations with individuals in the Philippines via Skype. He allegedly instructed them to commit sexual acts on children, then watched the abuse unfold live on webcam. Payment for these acts, delivered through money transmittal services, allegedly sealed the deal, turning exploitation into a twisted business transaction.

The investigation revealed that on June 23, 2016, Corum didn’t limit his crimes to directing others. He directly transmitted images of prepubescent children engaged in sexually explicit conduct to another person over the internet. This wasn’t a momentary lapse; it was a calculated act of distributing and perpetuating abuse.

The Sacramento Internet Crimes Against Children (ICAC) Task Force, a multi-agency operation funded by federal and state resources and managed by the Sacramento Sheriff’s Department, brought the case to light. The ICAC team relentlessly pursues those who prey on children online, tackling child pornography, enticement, and sex trafficking.

If convicted on all counts, Corum is looking at a staggering potential sentence. He faces a maximum of 20 years in prison for the original distribution charge, and a hefty 30 years for each of the four new production counts. Fines could reach $250,000 per count. However, the actual sentence will ultimately be determined by the court, taking into account sentencing guidelines and other relevant factors.

This case is part of Project Safe Childhood, a national initiative launched by the Department of Justice in 2006 to combat the escalating epidemic of child sexual exploitation. Assistant U.S. Attorney Katherine T. Lydon is prosecuting the case, determined to hold Corum accountable for his alleged crimes. Remember, these are allegations, and Corum is presumed innocent until proven guilty beyond a reasonable doubt. For resources on internet safety and Project Safe Childhood, visit www.usdoj.gov/psc.
