Salomon Jaime Salgado, a 61-year-old Mexican national, has entered a guilty plea in federal court for aggravated identity theft and illegal reentry into the United States. The charges stem from his use of a deceased U.S. citizen’s identity to apply for a passport under false pretenses.
Salgado, who was deported in 1999, unlawfully returned to the country and obtained a birth certificate belonging to a deceased American. He then used that document, along with the deceased’s Social Security Number and a California driver’s license, to secure a U.S. passport.
The investigation into Salgado’s criminal activities was a joint effort by multiple federal agencies, including the Diplomatic Security Service, U.S. Immigration and Customs Enforcement, the Social Security Administration Office of Inspector General, the Washoe County Sheriff’s Office, and the U.S. Marshals Service. Assistant U.S. Attorney Charles Campbell is handling the prosecution.
Salgado is set to be sentenced on Oct. 30, 2025, by U.S. District Judge Troy L. Nunley. He faces a mandatory minimum of two years in prison and a maximum statutory penalty of 12 years, along with a $250,000 fine. The final sentence will be determined by the court considering various factors.
Salgado’s case serves as a stark reminder of the repercussions for those who engage in identity theft and illegal reentry into the United States.
