NEW HAVEN, CT – Samuel Douglas, 25, known on the streets as “Blamm,” admitted in federal court yesterday to his role in a sprawling racketeering conspiracy tied to the violent Exit 8 gang in New Haven. Douglas pleaded guilty before U.S. District Judge Victor A. Bolden, facing a potential 20-year sentence for his involvement in a campaign of terror that has gripped the city for years.
The guilty plea is the latest development in a multi-agency investigation spearheaded by the ATF, FBI, DEA, and New Haven Police Department, all working alongside the U.S. Attorney’s Office and the New Haven State’s Attorney’s Office. The investigation uncovered a brutal gang war between Exit 8 and rival factions, particularly in the Hill section of New Haven. Exit 8, named for the Interstate 91 exit, has seen younger members adopt the moniker “Honcho” in tribute to a murdered gang member killed on Quinnipiac Avenue in February 2020.
Federal investigators detailed a pattern of criminal activity that included drug trafficking, illegal firearms use, and a shocking tally of violence. Court documents reveal that Douglas and his associates are linked to at least three murders and sixteen attempted murders since June 2018. The gang routinely stole vehicles, even from out of state, using them as getaway cars and instruments of attack. Their activities weren’t confined to the streets; gang members brazenly used social media platforms like Facebook, Instagram, Snapchat, and YouTube to document and celebrate their crimes.
Douglas specifically confessed to a shooting on June 16, 2018, where he and another Exit 8 member opened fire on a rival gang member in the area of Fountain Street, Davis Street, and Lakeview Terrace. While the intended target survived, an associate suffered seven gunshot wounds. Investigators recovered fifteen spent shell casings at the scene, a stark reminder of the callous disregard for human life exhibited by the gang. The investigation continues to peel back layers of this criminal enterprise, exposing a network of violence and intimidation.
U.S. Attorney Vanessa Roberts Avery, along with the heads of the involved federal and local agencies, announced the guilty plea. The case is being prosecuted by Assistant U.S. Attorneys Tara E. Levens, Rahul Kale, and Jocelyn C. Kaoutzanis. Douglas remains detained and is scheduled to be sentenced on August 6th. His cooperation, if any, wasn’t disclosed. This case is part of the Department of Justice’s Project Safe Neighborhoods, Project Longevity, and Organized Crime Drug Enforcement Task Forces (OCDETF) programs, indicating a broader effort to dismantle violent criminal organizations in the region.
The investigation didn’t stop with the feds. The Hamden Police Department, Connecticut State Police, and the Connecticut Forensic Science Laboratory all contributed resources to the case. While this conviction represents a win for law enforcement, the roots of gang violence in New Haven run deep. Residents remain wary, and the ATF and its partners face a continuing battle to reclaim the streets from groups like Exit 8, who thrive on fear and illicit profit.
